This is a First Day Cover put out by Cachet Craft for Scott Catalog #974. This stamp commemorated Juliette Low, founder of the Girl Scouts of America. The cachet on this one was designed by Ken Boll. Excellent condition, addressed in pencil. Cancelled Oct 29, 1948 with a First Day of Issue cancel.
