Antique Framed Painting, Old Mill, Signed

An antique painting in a period frame. Landscape painting showing an old mill along a river. Painted on canvas and framed in wood. The antique frame is a wedge type frame. It appears to have had 2 wedges in each corner originally. However, now one corner has no wedges and two corners have one.
It is signed by the artist but difficult to make out. It appears to me to be "P. Kook???" I have not been able to confirm an artist with variations of that.
The picture has a 1/2" tear in the canvas that is nearly invisible ( see the pics). There is also a spot where it looks like something dripped on the canvas. This shows up more in the photo than to they eye because of the reflected light. The entire painting would probably brighten considerably with a professional cleaning.
